Why cant fleets attack

Italy has this fleet of ships parked in the south altantic, USA And Britian is at war, but for the life of me when i move next to them or them to attack i cant, sometimes the USA will let me do an airstrike but all i ever get is spoting plus one or something..This fleet is singlehandly destroying Britains entire merchant fleet, i also have 10 escorts on that lane...Basically this one thing has wrecked this game for me...Britain has no oil or anything and the USA cant sink a thing..damn hopeless

It's working right in Pacific but now Europe. CVs can't seem to attack fleets. Not sure why yet. I don't remember changing naval attack code.

It depends on the reconnaissance level of the sea hexes. Is it "very low"? If so, you have few probably to even find the enemy fleet.

NM on my end. It was a bug in the new version I am making. I added something new and luckily caught this.
CVs are working fine in the official version.
