Does this version contain prior B versions, or do I need to install them separately?

The beta updates are cumulative from the last official release. So if you have the latest you have everything.

Where is the mission editor avoid cavitation controls? I've created a patrol mission but don't see it*
* ADDED: #14564: Mission Editor option: Avoid Cavitation
*It definitely could be my mk1 eyeballs.

This feature request was to add 'cavitation' for both mission editor and Lua commands. The Lua part has been done, but I have yet to complete the mission side as it is a bit more more complicated than just showing the check box.
My mistake for not being clearer.
