If it is an intent of design, I would like to know of why. Otherwise should the OB type for Engineer-Sapper units be the Engineer instead of the Construction.

Why have the word Sapper in the name then? Sapper are combat troops.

reflecting Soviet nomenclature, they could (& did) fight but were not trained or equipped as assualt formations (like axis pioneer units or the later Soviet specialists)
