Italy is not at with France.

But the ground is controlled by Germany not Italy. The ground would have been green if it was Italy.
Don't think this is a bug.

Shouldn't the garrisons prevent partisans? They kept spawning and spawning.

Did you outright conquer France? Or did you Vichy then DOW on the minor?

I seem to recall a game where it happened too because Italy was not at war with Spain (in that situation). I believe that partisans can not spawn within 5 hexes of an
enemy unit.

They stopped spawning once Italy declared war on a fully-conquered France.
It's a very minor bug if anything. I suppose it's my fault for not declaring war.
