Carrier Pursuit in Heavy Rain does not seem to work the way it should.

In what way? It can succeed?
I would think carrier pursuit should not be allowed in heavy rain...

We got a surface battle from 5 hexes away. And it seems (impossible to verify) that the carrier helps spot even though its airplanes cannot fly.
