4.2.2 (Debug) Save BP & Oil Not transferred when hex control changed

Take a close look at Bordeaux. The control flag indicates that the hex is controlled by the CW; however there's saved oil and BPs that are still controlled by the French (Free French).
1. 3rd paragraph of page 100, "Rules as Coded", "If you gain control of a hex containing saved oil resources, they become yours."
2. 5th paragraph of page 108 from, "Rules as Coded", "If you gain control of a hex containing saved build points, they become yours.
Clarification: You need do nothing other than control the hex they are sitting in." (emphasis part of text).
3. Germany installed Vichy and the CW controlled Bordeaux and the hex to the southwest.
Also, another question ... shouldn't Bayonne also be CW controlled as it was in the zoc of a CW unit when Vichy was installed and France was incompletely conquered?

The five saved (French) BPs also are shown as be sent as production to Southampton.

Here is the list of trade agreements in case anyone was wondering whether or not the BPs were being sent to the CW via a trade agreement. They aren't.

You can only gain control of saved oil and build points from enemy major powers. You can't 'take' them from major pwoers on the same side.

I suppose FF can trade these saved items if they still own them.

And since Free France cooperates with the CW, the CW can use them for reorganisation.
