Sometimes islands don't seem to draw supply for air groups if it isn't able to fully supply it. The 8/20 used here I assume is because garrisoned unit is drawing 7.5 rounded up to 8, but the airgroup should be drawing at least partial supply. I believe a strategic group should be costing 80% more oil due to 4 oil use (36 total), so it need 36.

According to the manual, it should be getting 12/36, or 1/3 of normal recovery, which is 4% + 9% * 2, for a final of 22/3 = ~8% of missing effectiveness recovered.

The div should take 10 stockpile, the air unit 20 + 4 (oil) if I remember so it gets 10/24 = 41.6%.... it all rounds down. You can use supply trucks. Port size 1 are little crap bases.
