What happens if I ignore a decision?

Look at this example. I don't want the huge relationship hit with the governor, but 1028 credits? Really?
What happens if I just ignore the event?
And by ignore I don't mean option C, I mean just don't click on anything.

I got Unrest+20, but I'm curious about the not so obvious effects in other events.

The leader whose's picture is in the top right will pick an option. The manual says that they will usually pick "the safest option" (there is a default option defined for decisions) but may pick an option that corresponds more to their profile preferences instead depending on their Relation score and Authority personality trait. You'll be notified of the choice with a 'Decision made in your name' message in the letterbox the next turn.

There is two options:
1) If there is a default decision defined. That one is picked
2) The Secretary picks, based on matching profiles. And as a fallback, entirely random.

Major Strike, Minor strike and most other Unrest events have 3 declared as Default decision.
Note however that in my modding attempts I never got Default decision to work, so it might be broken.
