As reported by MagicMissile, UK bombers can't fly from Egypt to Cyprus despite there is an urban port.

Rebasing over any sort of water is... odd.

Yes, I think that is what is happening.

Even stranger is that Russian air units can't fly at all because all of Russia is "Neutral." Actually maybe not a bad thing to pin the Soviet air force in place until it is at War. But I doubt this is what was intended and Russian air units on rail hexes can still be railed around.

Hopefully Alvaro will fix this bug ASAP as it otherwise makes the game close to unplayable.

This affects paratroopers too which is really bad.

You can move an air unit by transports as a workaround. But if you are planning SeaLion or D-Day you are out of luck.

Must be unexpected consequences of the fix to prevent strategic bombing over neutral countries.

Fixed flying air over neutral countries

Russia planes must be able to flight. Is it the same for Italy and USA while neutral?
Ocean must be excluded for rebasing or airborne operations.

I think that is what it is. Let me see what I can do.

This is important enough that I did a hotfix for both games and sent it to Matrix for uploading.
