New Zealand Tactical Air can't change bases

I am pretty sure the NZ 4/5th Tactical Grp at Suva use to be able to move to one of the other nearby Allied bases. In update 3, it doesn't seem to be able to move to say Noumea. Is this a restriction on NZ units or a bug?

I thought that might be the case but wasn't sure what the ocean flying bug was.
