Problem Editing Air Directives

When I have set up a large number of Air Directives (for example, 31), I am unable to go back and edit Air Directives 9 thru 12 and Air Directives 21 thru 24. If I position the list of Air Directives at the very top, I am showing (and can edit) Air Directives 1 thru 8. If I then scroll the list of Air Directives as little as I can with my mouse wheel, I am now showing (an can edit) Air Directives 13 thru 20. I can not figure out how to edit Air Directives 9 thru 12 except by deleting Air Directives 13 thru 31 (a nuisance!).
