I could make a guess
This captured hex produces 1.66 so maybe damage rounds up but production rounds down

I think not, only 1PP is lost. This only occurs when your bomber deals 2 damage and only 1 healthy PP remains. because if not the game does not allow bombing production to zero.

Odd. It checks for modified production when the damage is done and takes the smaller of the 2 values. productionCurrentDamage + bombDamage or productionValueModified.
I am not sure why.
