The Earliest start date you can set is 22 June 1941.

Do we know if there is a planned update to fix this? Or alternatively that they add a scenario where Germany attacks earlier as originally planned. We be really interesting to play this scenario.

This appears to be hardcoded. Lots of things in the Editor such as arrival of units, changes to TOE, renaming etc. are all defined as happening on Turn 0 (ie. at the start of the game) or on a later turn. They are not set by date, but by reference to the number of turns from 22 June 1941. If it was possible for turn 1 to take place on 15 June 1941, then everything else in the scenario would simply be moved forward one whole week. Except the weather, which is defined by reference to the month, and wouldn't be affected.

It would be possible to simulate an earlier Barbarossa by setting up a scenario to start turn 1 22 June where Axis units have already advanced across the border and captured some key early objectives. There is no reason in an ahistorical setting why you can't just set Lithuania, Belorussia and parts of Ukraine as already in German control at turn 1, and inflict huge losses on the Soviets already with significant numbers of units in Axis pockets. But the VP would all need to be changed, as it would be an unfair advantage if the Axis started early, but still accumulated points based on the historical capture dates.

That's extremely easy to address with the CSV file.

It's easy if you just want to adjust everything in the same way. But in the GC and RTL as an example the "Blue" Division I think arrives on Turn 11. There's no reason why this and many other unit changes would be affected if the operation had got underway earlier. Many of the Events are for things outside of the Eastern Front, affecting the TB's, and these wouldn't be moved forward, while the partisan events in the Ukraine and Belorussia for example would. As long as you take these into consideration it is all possible.

If you are referring just to the VPs, then yes, export to CSV and it would be fairly easy to update them all. Or maybe it could be argued that only the Axis gains in 1941 need to be changed? Once the winter sets in, then any advantage that the Axis gained from an earlier launch of Barbarossa is irrelevant. Nor should it affect the Soviet dates for recapturing cities.
