If I understand you answer correctly on the other thread, air units can only do missions if both the original hex (airbase hex) and the target hex have weather allowing air missions.

Here is an air unit in heavy rain that managed to do two ground strikes in a clear he farther away. Version is with the latest official (12).

I'll check it out.
