Change penalties for changing SU HQ

I think it would be a good change to modify the CPP penalty for changing the HQ of Support Units. SU's could have higher penalties based on how many levels of command they skip. For example, a SU transferring from an Axis army to a corps would receive a lower penalty compared to transferring from OKH.
Another idea is to scale the penalty based on the distance between the sending and receiving HQ's.
The benefit of this is that it would incentivize players to keep SU's at lower HQ's instead of just keeping everything in STAVKA/OKH until they need it.
