The manual's outline is partially busted. For one thing, the last functioning link in it is for section 10.9 ("The Wider Impact of Declarations of War"). None of the links to the campaign design guide, the scenario design guide, the strategy guide, or the reference tables, work.

Compared with the last manual that shipped with the game, there is also now a new "Patch PDF" primary section with all of the manual's sections within it. However, none of the links in the "Patch PDF" outline are actually functional.


I also have a request: could you put a version number or, better, a "last modified" date somewhere in the manual itself, preferably on the first page? It would make it easy to tell whether the downloaded manual is newer than the one you might already have.

Thanks for the report, I've let Matrix know there is an issue with some of the links as you've discovered. A version number is also a great idea and we'll look into including something like that in the future as well.
