Actually now I don't remember if I originally shifted them then removed them.

Well there used to be 12...
That is a LOT of PP lost, 360 to be exact. Not crippling...but I was wondering was all.
When the game was released they were in the build queue.
I was thinking maybe when you gave the Japanese the garrison units you removed them to help pay?
But then 30 Transports were removed too...
So I don't know.

12 is indeed perhaps a lot of them... UK start with 2, USA with none.
