Do you mean when to dig in for Fortification Levels?

Or the issue is how to deploy the 'Fortified Units'?

You are talking about a city fort.

Create a city fort in the hex. At the start of Ground Phase any unit in the same hex or in an adjacent hex to the city fort will have the option on the right hand screen to press a button and enter the city fort. This button will disappear if the unit has spent any MPs during the phase.

Depends.. most of the time youl need to judge if it helps to stay active and press, otherwise dig in baby dig in

Note that putting a big stack of German units in a city at the start of winter in 1941 is just asking to be surrounded and starved out.

Yes like I said interesting .. I have yet to need to do this but.. some places beg the ?, for me I traded a less than well defended Rostov several times as I made an initial pushed south and the armor and all needed supplies and without Rostov that is a problem.. Maybe I could have not gone as far south of Rostov.. but , maybe turning some of those crap for quality Romanians into fodder with some other decent troops could have save me some time and trouble
