Diplomacy

Trying a game with diplomacy, and it seems the Axis are getting large percentage gains with their diplomatic points compared to 1% for the Allies. How does diplomacy actually work?
Diplomacy is there as an option for scenario created by users. It is highly not recommended for the base games as it has a huge impact.
