The artifacts you find are determined by the rarity of the archeological site. Each rarity level has a specific set associated with it.

Each and every ruin hex might be revealed to be a Archeological site. This is indicate similar to natural resources (like Metals, Waster, Fuel).
On average every X Scavenging points you use up, a artifact is found.

Additionally you may find Galactic Republic Era gear in Hex Perks.
The first Major Empire that moves a unit next to any Hex Perk (inlcuding villages) finds something. Can be credits, can be resources, can be a nuclear missile launcher.
