4.2.3.2 (Debug) Rough Sea

I don't believe this assumed bug is a result of the new patch. I believe it's likely been there the whole time.
Playing with Cruisers in Flames & Rough Sea. Apparently, the -1 range penalty is working but the -1 movement penalty for rough seas isn't. I've confirmed that CLs, TRS & CPs have the range reduced by 1 but not their movement.
