I thought a trade route to Serbia would open when Greece joined... I have Cetinje but the land route is blocked after the port so no goods goes through there. Is a convoy not opening because I still have Cetinje? On the convoy map I have no option to send anything to Serbia.

Was there one from France to Serbia earlier in the game?

yeah, through Cetinje. But the land route to Serbia from that port has been cut off. Was hoping for Salonika to pick up the slack.
