Since we need to occupy all these Japanese armies in the early turns, otherwise, they go for India, Australia, ... I would like to suggest that you add one more city to trigger the DEI surrender: Surabaya.
This way, you are obliged to have Batavia and Surabaya for DEI surrender. Occupying at least two Japanese units.
Historically, Japanese did perform a naval invasion in Kragan, 160km west of Surabaya.
