In Decline&Fall scenario Germany cannot rail move through neutral Sweden, despite having one German (naval) unit in each of Norway and Finland.
According to RAC this should be possible.

You can not rail move through Neutral countries or even allies that you are not cooperating with. Though you can put naval units in their ports, you still do not have control to allow the rail moves. You will need to conquer them first.

You are describing the general rule, but I have quoted from RAC the exception, which is Sweden.

As requested, a .GAM file at Rail Movement as .zip . Choose any German land unit and try to rail it through Sweden.

Conditions for rail movement through neutral Sweden fulfilled.

I'll bet the German CP in Finland was one of the Finn CPs to start with. Try it with a real German unit in Finland.

BTW, where in the picture is the German unit that wants to make the rail move?

The German MTN in Hamburg would like to rail move to Oslo.

I cannot remember from which regional section in the setup tray the German CONV in Finland stems, but I think, it stems from the "Anywhere" region.

Just to make sure, no other German unit has railed to/from Copenhagen this turn, right? A side may only rail once across each straight in a turn (turn, not impulse).
