As such, there is a problem with Wake garrison. If it is indeed a Marines division, it should be 1/15 and not 1/10.
Perhaps an incentive for the Japanese player to kill it at turn one. Wake is often ignored.

I am finding with the new garrison units replacing all the "small" units used to take islands, the Japanese don't start with enough Landing Ships to do invasions on anything that isn't of high value or needed to support surrounding positions. They will run out of ability to invade before they can receive new built Landing Ships.

Mar fixed.

And yes the Japanese does have enough LCs. I played it myself. You now just can't run around like a crazy person taking everything. You have to buy LCs, pick and choose invasions. It was being brutally exploited.
