Unbreakable Polder Hex

I am playing the China 37 scenario.
My opponent has a unit on hex 28,12. This is a Polder hex. It gives him a defence bonus of 100. This means his unit is impossible to shift.
This must be a bug as it makes taking Canton very hard, as that hex is right in front of the city. Also Polders shouldn't make you invincible in combat.
