Simply, is there any way to reinforce battlegroups except by producing independent brigades and transferring them to the BG?

The reinforcing button simply says the unit cannot accept any more troops although originally it had a lot more (in this case 1600).

Battle groups do not use the table of organization to reinforce iirc.
Use formations you researched. To build reinforcements go to orders-> Replenish troops it will build units in the HQ and use your logistics to transport them.

Noup, and its intended to nerf the battlegroups so players use formations

The game is designed around formations. Formations will automatically reinforce to their "target strenght" using reinforcements.

Battlegroups are intentionally not formations. They do not auto-reinforce. Their subunits also receive a -15% combat penalty, unless they use Galactic Republic Era gear. You should not be using Battlegroups for anything but GR Gear.
