Bottomed ships can move

IF they are supposed to work like WPP they do not.
I just have a BB bottomed in Malta...and moved it out to Alexandria on my turn.

I will have to test it out. But we never had a problem with bottomed ships. It is the same code.

In my multiplayer game, i was able to move a bottomed ship too (from a port level 4).

Oh you are in WPE.. There is no technical bottoming in WPE. Only WPP. The line in the combat means it got hit badly but not suck below the water.
WPP has bottomed ships that need to be repaired.

AH okay...I figured it meant the same thing since it was the same wording.
Okay then working as expected.
