Sea Mines -- Toyohara Straits

Just finished another grand campaign as Allies. I launched an invasion of the Northern Japanese Islands in early 1944 -- capped Kushiro and Sapporo ealry on and began pushing south onto the main Island of Japan.

I noticed the mined strait south of Toyohara -- hex 84,91 -- cannot be "deactivated" or converted as the Allies can never occupy or put into a ZOC hex 84,91. This is unlike other mined straits that can be converted to your control by occupying both sides of the strait. Examples: Bandar Lampung Straits, Singapore Straits, Surabaya Straits, (etc.) can all be switched to your control when both sides of the straight are occupied. It put a severe cramp into my strategy of invading the Northern island of Japan as I was not able to shift amphibious operations into the Sea of Japan from this area of the map.

I'm leaving that as is. If the US is allowed to take that before the right time it can unbalance the game.
