This fleet of 4 groups can't merge into this fleet of 3 groups because this is exceeding the stacking limit.

It appears, strangely enough, that the merge is possible. So now I have a naval stack of 7 groups.

Sorry Alvaro, using the Beta 5.4, this is not working. Exact same reproduction method.
