With the new patch, when you strategically bomb cities, mark on the map a greater damage than it actually produces. Doesn't it happen to anyone else?

In my new games with HB we both bombed Lyon on turn 1. I scored 6 hits and HB 5 hits but looking on the map it looked like I only scored 4 hits and HB 3 hits. I am not sure if there is some kind of FoW or if it is a bug.

I just retried it in a hot seat. I scored 6 hits but it looks like only 4 were taken when looking at the city hex.
Starting the allied turn it was 2 points repaired so down from 4 to 2 points of damage. So 6 hits only became 4 damage I am not sure why [:)].

They repair 2 the next turn...so suspect that could be it.

What I think is happening is this:

If I, as the Germans bomb Lyon twice on the 1st turn of the game doing a total of 6 points damage what will happen is:

1. The French will immediately lose 3 PPs from their Stockpile (I assume if they have 0 in their stockpile they will go to -3);
2. The production in Lyon will be reduced from 10 to 7;
3. On his next turn the French Player will receive 6 less PPs than he would have if I hadn't bombed Lyon (-3 from his stockpile and -3 from his production).
4. The production in Lyon will than be repaired from 7 to 9.

Does anyone know if this is right?
