Logistics

How important is developing Logistics to the USSR? Is the plus per level of supply worth the investment? I don't see any other use for it to the USSR... or am I missing something?

I think the only potential uses of logistics for USSR is the decreased operational movement cost and the +1 HQ build limit. That being said both of those are generally unimportant and I don't think I would ever invest in logistics as USSR.
