If I know there are enemy units in a city HEX is there any BOMB CITY AD options I can chose which will cause them to be degraded?

Or is GROUND ATTACK and GROUND SUPPORT my only options?

You would have to go with the Ground Attack and Ground Support actions to directly affect the combat units. You could use Strategic Bombing to hit the railyards or Ground Attack Railway to cause possible logistical losses that could indirectly affect isolated units (non-isolated units would just see more supply demand the next Logistics Phase which may or may not alleviate the losses).
