Nearly unlimited convoy points during setup

During the Commonwealth setup, as I (don't ask why) tried to split up all my convoys into units of one convoy point each, I suddenly got tons of convoy points. At first it looks fine, but as I continue to split up the groups of 8 convoy points, it starts to go wrong. I ended up with several groups of 23 convoy points, 4 or 5 groups with 11 convoy points, and a total of 15-20 groups of 4/5 convoy points. At this point I would estimate I already had placed 20 convoy points on the map, and probably had a total of 250+ convoy points.
