A suggestion

While Italy is neutral - which may of course extend for the entire game - the Entente can spot CP units via Italian ports. Seems that they should not be able to do so.

Do you mean if the CP sail a unit adjacent to an Italian port?

If so I would say that it is reasonable, given that there would have been merchant shipping and local consulates reporting news back to their homeland.

Or is it something else?

Yeah Italy while it was neutral was awash with Entente eyes. Shipping concerns are always cognizant of potential hazards at sea...and a lot of those so called 'import-export' commercial enterprises were cover for intelligence services. Heck..all you need is a clerk in pay to pass on info for a price to those interested in mariner news.[:)]

Thanks for your responses. I think your observations track the historical reality pretty well for the period 1914 to early 1915. However, if the CP choose to cede the contested areas to Italy, then Italy's historical alignment with the CP would likely have been reasserted and it likely would have become more actively pro-CP than pro-Entente. This suggests that pro-Entente spotting should be suppressed if the CP chooses to make that concession. However, this obviously isn't a big deal either way.
