Not sure if this has changed or not, but seems wrong that AA units can not be moved unless there is a ground unit on the hex/city already .....

Should be able to move these elsewhere regardless IMHO

That was the original rule. There were exploitative issues. Thus it was changed.

You need rail also and to be in supply I think
