Full Motorization - vehicle costs appears too low

In thinking about just how cheap it is to motorize a full German Infantry Division (i cited 1500 vehicles, while it is 1394 in this example), I began to review some of the game data.
Following is image of a standard German 'leg' Infantry division.
It cost me 1394 vehicles + 3 APs to fully motorize it.

Point to be made:
It takes fewer vehicles to fully motorized a leg Infantry Division (of more men), than what is required and needed for a standard German Motorized Division?
1734 vs 2864 ????
This does not make sense. I would think the leg Infantry Division should require more vehicles to motorize (since it is actually is larger and has more TOE elements requiring vehicles)... not LESS!
something does not seem right here.... perhaps the vehicle motorization costs are set too low?

Now this is a standard German Leg Infantry Division, that was previously motorized 2 turns earlier.
Notice that the "Vehicles Required" subsequently has increased to a more expected value (2626) (but still a tad low compared to the German Motorized Division (2864).
Never-the-less, the initial cost of "motorization" being less than 1400 vehicles is too low.

Another issue is that the leg infantry had large numbers of horses and wagons that were needed for regular supply and movement (arty etc.). Sure, you could put all the riflemen on trucks and move them somewhere. But what do you do about all the horses, wagons and artillery?

I hear ya and know you are right. I have no idea how that could be addressed though.

Well, that is what the 3 AP are for. Instead of using your "influence" -or whatever you want to call it- to do other things, you use it to get extra forms of transport which don't show up on the screen, just like other things don't show up.

Just wait til Soviets start to motorize entire Infantry Corps (Maybe Guard Corps even)!

I never saw it happen.
But the AI can magically transport any unit from any non-isolated hex on the map to any other friendly non-isolated hex, so it doesn't need to motorize anything when on defence.

AI gets unlimited administrative movement only on 110 difficulty settings.
