Quantify the intensity of partisan attack.

When a partisan attack (intensity 3) aims at a hex in Belorussia, the additional MP cost for unit to move in that hex is equivalent to air interdiction of level 3 (i.e. +1 MP for motorized unit and NA for non-motorized unit, Table 38.7.2). Is this understanding correct?

As the maximum intensity of partisan attack is 3 (Table 40.9), it implies that the movement cost of the non-motorized unit has no effect from the partisan attack. Is this understanding correct?

Table 38.7.7. is to some extent outdated and anachronistic.

No. the higher intensity just means a greater chance that there will be some interdiction in a hex (almost always showing just a symbol on the map and not a number, as interdiction points will be <10. However, it only takes 1 interdiction point to stop admin movement. That's the main impact of the partisans, stopping admin movement for units and supply traces, and adding usage on rails.
