No. It's a minor country unit and it can't enter any other French aligned minor country. It can enter France and French controlled territories.

Yes, it does not depend on whether it is a TERR but a minor country unit.

As a side comment, this rule changes (partially) in later versions of WIF that are not included in MWIF.
