Congo-Rwandan war

I'm wanting to make a scenario regarding a future war between Rwanda and the DRC. I have the map made at 100km a hex.
The Order of Battle's I have, but they are from 2004 and 2016. What I'm needing help with is determining how to figure out their electronic, chemical and night capabilities. How do I determine what forces they could have besides their current OOB, and how long would a war realistically last.
Rwanda does not have a fixed wing air force except transport planes. Their current Air force consists of helicopters. The DRC has a few fixed wing aircraft, such as Mirage 5 and Su-25's.

I would give them 0 for chemical and electronic warfare. These are third-world police armies.
Night vision ... if they have special forces units, maybe something. You could see what the Vietnam scenarios give the US forces, wouldn't be too far off IMO.
Here are the ratings for North Vietnam, 1956-1960, from the TOAW II manual:
10 electronic
0 chemical
40 night
North Vietnam, modern:
20 electronic
25 chemical
40 night
But worth noting the NV Army is better equipped than central African armies.

The big issue in any of these African wars is that from the accounts I've read there is very little central control of the activities of forces, which are often patchworks of different paramilitary groups with conflicting purposes and objectives, bearing little resemblance to organised bodies of trained troops as we are accustomed to represent on the map with a "unit".
You might be able to get a notional list of equipment which is supposed to be assigned to such-and-such a regiment. I doubt it will have much to do with what would actually happen on the ground.

Rwanda, from what I have gathered has a rather professional army, and is one of the few in Africa which do. Congo on the other hand doesn't. So my next question is, how do I model that.

I think Rwanda would have a pretty competent military leadership, as they have proven in the past. Their intervention in the first and second Congo wars, and now in Mozambique, fighting against IsIs

Proficiency ratings could be used.
I'd guess both armies have little capability for sustaining large forces over a long distance. Use the supply ratings etc to control that.
Low proficiency formations will reorganize more often and thus be unavailable for use.
