Full production or not and cargo ships?

Section 28.6.2. states that the damage level of factory is a probability that the factory will be in full production or not.
Port and railyard are considered a kind of factory. As read in Section 25.6.3., it is 7.500 x damaged adjusted port level and 10,000 x damaged adjusted railyard level. Should it be 7,500 or 0; 10,000 or 0?

Section 28.2.7. states that "as long as they have a friendly port for for these sea zones, each side will receive enough cargo ships to have a minimum of 5 cargo ships each turn." How do I get the 6th cargo ship?

Ports and railyards function even when damaged. So, no, it is not "7500 or 0". It will be 7500 when 0% damaged, 3750 when 50% damaged and so on.

production of 'ships' (more strictly shipping capacity) is automatic, recorded in the logistics log

I think the manual is rather "dated" when it comes to documenting cargo ships.

In current game (with latest beta patch), Germany starts with 20 cargo ships in the Baltic.
TURN 2

Baltic: Cargo Ships Used 14

TURN 3

Baltic: Cargo Ships Unused 0
Baltic: Cargo Ships Used 19

However, by turn 12, it has dropped down to only 6.

No explanation in the event log. [:-]

That is a rather extreme attrition rate!

Yeah, this is really extreme since I can find only 3 passenger ships (1941 & 1945) sunk and NO records of any German Cargo ship sunk in the Baltic during WWII.

Following are only noteworthy German Baltic losses for all of 1941:

There are more records here, but it is listed a month at a time and rather tedious to get a complete list for a range of dates, except manually and recording the data.

At first glance, it looks like Germany may have lost a couple of cargo ships, per month, in the Baltic Sea. These were lost almost exclusively to mines. But noway justifies a loss of 14 out of 20 Cargo Ships in just 12 weeks!

I believe someone lamented already to lose ships in the Caspian Sea as Russian. During '41. Germans are not even there!

I understand shipping may fluctuate -lightly- if some ship is undergoing maintenance or so but I am with Sauron here.

You can see the Cargo and Transport ship losses in the Ground Losses screen, on the list to the left. I believe the losses for each side are calculated in their respective logistics phase.

Also ship replacement rates are in the manual.

Whatever is in the manual is either incorrect or incoherent.

For example, it says Germany receives 1 Baltic Troop and Cargo ship at the beginning of each month.

Loss screen lists Germany having lost 20 cargo ships (as of Turn 13).
(an insane number which equates to 100% of Germany's starting Merchant fleet, all lost within 13 weeks. yeah, right)

Germany currently has 6 Cargo Ships. Germany started with 20 Cargo Ships. Some simple math....

Starting Cargo Ships: 20
Cargo Ships Destroyed: 20

20 - 20 = 0 (but remember, I still have 6 Cargo Ships)

So, let's factor in production/reinforcement of 1 Cargo Ship per month, given current date of Sep 14, 1941 (which you received at beginning of the month)

July: 1
Aug: 1
Sep: 1
------
Total: 3

So, 20 (starting ships) - 20 (destroyed ships) + 3 (reinforcements) = 3

Well, I have 6 ships. Well, this doesn't add up. Let's continue reading....

Manual also says each side will have a minimum of 5 Cargo Ships. So I presume 1 got added to the 5 minimum? Maybe.

In summary, the way it is currently modeled, your Cargo Ships get pretty much wiped out within a couple turns of continued use, down to a minimum for 5. (those 5 are shielded by game-magic...)

Whereas the Soviets are building a Baltic Merchant fleet at a rate of 2 per month (seriously?) (all while Leningrad being the sole remaining Baltic port and under siege - fighting for its very survival.... they have shipbuilders out building Noah's Ark???)

This is a completely haphazard implementation. Might as well just cap Cargo Ships at 5 and leave it at that.

My numbers add up fine without the minimum of 5.

You have to actively manage the fleet to keep it in reasonable shape.

because, as explained in the incoherent manual, each 'ship' is actually a tonnage/transport capacity.
