I received N. Africa supply events due to Malta when I shouldn't have given the supply situation of Malta.

For the record, it has been rare (or at least rarer than if Malta was not suppressed), but it has happened.

Yes, the issue is that it is the strength of the unit occupying Malta that needs to be reduced below 5, rather than its supply value.

That said, reducing its supply value will help to render it vulnerable to being reduced in strength, as that is the key to stopping Malta affecting Axis supply in North Africa.

So launch some air attacks on it next turn and you'll probably be ok from then on, providing you don't let Malta's supply values increase again, as then the garrison could be reinforced.
