SU transfer in Rumanian Army

I can not understand a logic for Rumanian SU trasfers between units/armies/high command and other german units.
For example:
1. Army Group Antonescu can not pull support units from its dirrect HQ which is RM High Command. But when you go to RM High Command then you can trasfer support units to Army Group Antonescu without a problem.
2. Lets look at 11th Army. When you click "ASSIGN SUPPORT UNITS " then you have a list of units from its HHQ which is Army Group Antonescu which is fine. But when you try to transfer some of its SU like 190th Stug Battalion then there is a list with only german corps/HQ/HHQ

Are the SU's you wish to transfer located in a frozen HQs? If so, no transfer will occur.

No. Its turn 2.
P.S
Actually RM High Command is frozen for the next 249 turns and I can transfer units from it.

There is something 'slow' in the mechanic, which I suspect is a very minor bug but it is something players can live with easily at the same time.
In the OKH hierarchy a division or a corps HQ can pull something out of the OKH directly and gain it on the spot via the 'Attaching' unit.
In the Romanian hierarchy one cannot do the same. And that may be because the Romanian High Command is frozen but the SU into it are not.
But a Romanian Corps cannot directly grab units from the Romanian High Command.
You must go in the Romanian High Command and directly select each SU and assign it to a an Army under the Romanian High Command. And the turn after these SUs are grabbable by subordinate units.
On the other hand other any other HQ that is frozen has also its SU frozen (ie. Romanian 1st Army).
I simply assume that the Romanian High Command also functions as 'Romanian General Reserve' for the SUs.

I think that in the 41 Campaign Antonesca is subordinated to AGS but I am not sure. If so this would explain your problems.

The Army Group falls under the Rumanian High Command.

Stamb, there is some weirdness in SU xfers with units subordinate to Army Group Antonescu. As Pete pointed out, it is mostly due to the inter-mingling of the German-Romanian chain-of-command.
But there are some work arounds for it.
1. As you discovered, you have to push units from RM High Command to Antonescu.
2. For the Germans, you have to push units from OKH to the 11th Army.
I believe these problems mostly go away later as you have time to sort out the initial command structure mess. A word of advice in that regard.... if you sort out too quickly you will find Army Group South quickly over-burdened. Unfortunately, you will most likely have to rely on Antoescu for a bit....

Yeah I had to manually reattach all of the SU from all divisions/corps/armies to OKH or RM high command cuz for some reason setting 0 to a units did not work.
It took a while...
Just wanted to create a topic so maybe in the future this minor thing will be fixed
