20mm AA guns parameters

It looks like all of them have nearly identical numbers for ceiling.
But for example, the German Flak 38 with Linealvisier21 had effective ceiling of about 5,400 feet. Many guns including Oerlikons didn't have gun sights, so their effective range would be at only about 3,000 feet give or take. Is there a particular reason why in the game they all have the same effective ceiling of 6,500 feet?

I have found some strangeness in some of the weapon system data too.
I suspect that what they were using as reference material either was out-dated or incomplete - which they probably did what any other person in same situation did, they approximated based on closest matching system.
(to their defense, much of the German KStN TOE tables were lost or destroyed in the chaos at the conclusion of the war; however, new discoveries have been made. Russia has also been more forthcoming in the docs they possess.)
If you have credible reference material regarding a weapon system, I would say to submit it to get the data corrected.

AFAIR the parameters used are the time for the self-destruct fuses to trigger and the alt the projectile reaches by this time

which was 2,000m for German Flak30/38 (~6500 feet). That would be maximum ceiling though, not effective. Effective ceiling had a pretty clear definition back in 1941-1944 and has nothing to do with how far the projectile can fly.
