Playing on normal (everything 100), I am taking Moscow pretty early finding there weren't a single unit guarding any of the three city hexes. AI should be smart enough to keep a number of units in the city hexes, even more when the Wehrmacht is close. Is this a AI glitch?

I found the same thing with Leningrad.

Very weak defenses left in hexes adjacent to river, leaving it easily surrounded. Previous games had it much more strongly defended.

That's not typical for the AI - which version did you play these games with?

I started with the 1.01.15 and updated to 1.02.01 and now 1.02.06 as they were published.

It is not a problem of 110 vs. 100, it is about defending Moscow placing units in the city hexes, which seems a weird AI behaviour.

It's a matter of how weak the AI is. It looks like you had Moscow surrounded already. Do you have a save you can post from a turn or two before? Ideally at the start of the AI turn. You can attach them here or email to 2by3@2by3games.com.
