1944 - Decline & Fall Scenario:
The city of Ulyanovsk is located in (44,78) in Soviet Union. It is NOT connected by railway. Nevertheless a FACTORY has been railed to it by set-up, see the fine green frame around the FAC symbol. Now it seems, as no Ressources can be railed to this FAC, it will never produce and is totally useless.

Following questions arise:
Do I miss a way to get this FAC somehow to produce?
If not, how has the whole FAC been relocated to Ulyanovsk in the first place?
Why is the city of Ulyanovsk in MWIF not connected to the railway network? Research shows, historically there is a railway connection to Moscow since 1898.
Is this maybe an artefact from either porting the map from WIF to MWIF or from a faulty scenario set-up?

If there is no rail a factory should have never been railed there.

It should be a bug.

Unless somebody can edit your files, a "solution" could be to build a road from the rail to the town, if you are using that optional (supposing it's offered in MWIF). It would cost you a few BP and turns.

For comparison, the WIFCE map (2017) attached.
The city of Ulyanovsk has been removed, the factory in question has been railed to another city instead according to the scenario set-up. So Soviet Union can use all their factories normally for production. Please also note the railway connection running down South from Kazan, exactly where Ulyanovsk is located in MWIF.

I think, if the non-connected factory in MWIF Ulyanovsk is acknowleged as a bug/issue by the developer, the easiest fix would be to edit the scenario set-up file accordingly, putting the factory in any other connected city in Soviet Union, for example Chelyabinsk.

In a couple of the later scenarios MWIF lets the player place 8 (or 5) 'railed' factories anywhere on the map.

There are several cities in the USSR that have no rail connections. It is up to the player to place them where they can receive resources for production.

Ah, this would explain it perfectly, thanks! [&o] It has been so long ago, I played the Allied side in this scenario, that I must have forgotten about it ...
