[1.10.03] GUI broken after attempt to create past max councils

If all councils are already created, attempt to call secretary and ask to create new org results in a broken UI: CPU is 100% busy, strategems button doesn't work, all changes are slow and DIP decision tab is not clickable.
Can provide a save if needed.
