Bug in WITE2

I'm playing Stalingrad to Berlin as Soviet player against AI. There are 2 hexes near Stalingrad, 273,161 and 272,160 that refuse to be occupied by Soviet units. One is a rail hex that is severely hampering my ability to move supply to front line depots and fuel to airfields far to the west. Every turn I occupy those 2 hexes with Soviet units and use a rail repair unit to repair the rail hex. After the AI finishes the Axis turn, the Soviet units have been mysteriously removed from those 2 hexes and the hexes returned to Axis control, without an Axis unit anywhere close. I've repeated this over and over for many turns, always with the same result. When I reported this to Slitherine, they called it a game play issue. This is not a game play issue, it's an obvious programming bug, and a serious one.
