Question about FLAK during ground support

Hi all,

I've been experimenting a bit with ground support and am not sure if I understand the way flak works. Example:

- Selected units fly in @ 15k feet (all are tactical / dive bomber type)
- They fly in and do not pass over other enemy units

My interpretation of the rules:

- As they fly in high, only heavy flak is able to shoot @ them while passing other units
- Once in target hex, performing ground support they dive down and can be engaged by light flak (but only from the target hex / allocated support units)

Is this correct?

The reason I ask: it seems a lot more guns are opening up on the tactical air then you would normally expect, causing high losses to GS bombers consistently....

The problem has been for months that ground flak is unrealistically strong, and it causes ground attack missions to be literally pointless when considering the losses, ESPECIALLY with JU87s, and IL-2s. This is because they dive down to attack and are not high air targets for the whole mission like level bombers and get absolutely shredded by anti air.
