The rail usage numbers as well as the colours show the rail usage for the current turn, which is spill over from last logistics phase plus usage from units from current turn. Would it be possible to add an option to see the actual usage from last logistics phase?

I agree with this. It is near impossible to properly analyse the rail usage in the fast-changing phases of the war.
